What is the Role of Procurement in a Contingent Workforce Program? 

Procurement’s role is all about delivering value to the organization, and defining that value is critical. Regardless of what you are trying to achieve as a procurement professional, you need to know the value you are bringing to the business.

When it comes to the contingent workforce, you need to drill down into the value drivers of your organization. It’s likely you have a hiring manager that’s requesting high-quality people, who fits their budget and shows up to deliver. Combine this with the corporate goals of mitigating risk, control requirements, and policy requirements. This is where you can define the value of your procurement role in contingent labor.

Procurement or HR? Who should own a Contingent Workforce Program?

An increasing number of organizations are transferring the ultimate ownership of contingent labor to HR, but procurement still has involvement here. Procurement professionals should stay in their lane, but still deliver their expertise and value where required. It should be a team effort with both HR and procurement adding their skills and expertise to the program.

How can Procurement help integrate HR and TA into a Contingent Workforce Program? 

Ultimately, no matter who owns the contingent workforce program, the team is responsible for delivering high quality people within a budget, and in an efficient manner that meets the demand of the organization. With this in mind, procurement must work with HR and talent acquisition (TA) to implement a program that delivers real value.

What Advice would you give to Procurement starting a new Contingent Workforce Program?

The understanding part is the first step, it gives you a focus and a work path to start learning. A good tip is to meet with the big spenders and heavy users, so that you can gain a better understanding of their paint points. This can help you to get one or two quick wins that will help you get peers on board and, as you move forward, having that influence on your side will help you succeed in driving positive change within the organization.
